The 2021 Work Conference of the Credit Reference Center, the People’s Bank of China (“CCRC”) was convened on the morning of January 22. At the Conference, the spirit of the Central Economic Work Conference and the People’s Bank of China Work Conference was studied and communicated, CCRC’s work in 2020 comprehensively summarized, the current situation analyzed, and key tasks in 2021 deployed. Chen Jianhua, Secretary of the Party Committee of CCRC, delivered a work report. Zhang Zihong, Director-General, presided over the Conference. Wang Zhenzhong, Deputy Director-General, Li Qingsong, Secretary of the Disciplinary Committee, Li Chaodong, Deputy Director-General, and Li Liansan, Deputy Director-General, attended the Conference.

The conference noted that 2020 was an extraordinary year. Facing the impact of COVID-19 and complicated and severe domestic and international situation, the Party Committee of CCRC took Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, followed the work arrangement of the Party Committee of the People’s Bank of China, practiced the concept of “facilitating credit reference services for the benefit of the people”, coordinated pandemic containment and the development of CCRC, and made new achievements in all aspects of work.

First, CCRC carried out Party building work in depth, deeply integrated Party building with its services, and worked hard to become an exemplary institution, and formed a joint force of standardized management and sustainable development. Second, CCRC successfully launched the second-generation Credit Reporting System and realized safe and stable operation, significantly improving credit reporting service. Third, in accordance with the Decision on the Implementation of Unified Registration of Security Interests over Movable Properties and Rights (the State Council Decree [2020] No.18), CCRC upgraded the Unified Movable Financing Registry System and launched it at 0:00 on January 1, 2021, formally undertaking unified registration of security over movables and rights nationwide. Fourth, credit reporting services achieved outstanding results in supporting pandemic containment, expanding online credit reporting services, implementing the policy of phased reduction and exemption of credit reporting fees, and improving the quality and efficiency of credit reporting services for the benefit of the people. Fifth, the Account Receivables Financing Service Platform enabled account receivables financing of MSMEs at RMB2.1 trillion in 2020, doubling the tasks assigned by the State Council. Sixth, CCRC steadily conducted the central bank internal rating, helping the implementation of structural monetary policy tools. Seventh, CCRC effectively strengthened information security management measures, and continuously consolidated the security capability of the Credit Reporting System. Eighth, CCRC worked steadily to ensure credit reporting services and internal management in a more targeted and efficient manner.

The Conference pointed out that 2021 was the centenary of the founding of the Communist Party of China. CCRC will thoroughly study and implement the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China, enforce full and strict Party discipline. Based on the new development stage and the new development concept, CCRC will actively practice the concept of “facilitating credit reference services for the benefit of the people”, continuously improve its credit reporting service capability, and comprehensively do a good job in the unified registration of security over movables and rights, in order to promote high-quality development of credit reporting service and movable financing service.
