The Credit Reference Center, the People’s Bank of China (“CCRC”) is a directly affiliated institution of the People’s Bank of China, and is mainly responsible for the establishment, operation and management of the Basic Financial Credit Information Databases, the Unified Movable Financing Registry System and the Account Receivables Financing Service Platform according to the Regulation on the Administration of Credit Reporting Industry, the Decision on the Implementation of Unified Registration for Pledge of Movable Property and Rights, and other national laws and regulations and the rules of the People’s Bank of China. The work of CCRC is under the guidance of the Credit Information System Bureau of the People’s Bank of China. The key responsibilities of CCRC are as follows:


(1) To make development plan for the Basic Financial Credit Information Databases, the Unified Movable Financing Registry System and the Account Receivables Financing Service Platform.


(2) To establish, operate, maintain and manage the Basic Financial Credit Information Databases, the Unified Movable Financing Registry System and the Account Receivables Financing Service Platform.


(3) To operate in an organized way the Basic Financial Credit Information Databases, the Unified Movable Financing Registry System and the Account Receivables Financing Service Platform according to relevant national laws and regulations.


(4) To formulate internal management rules and technical standards for the operation and maintenance of the Basic Financial Credit Information Databases, the Unified Movable Financing Registry System and the Account Receivables Financing Service Platform.


(5) To coordinate with financial institutions and other related parties on technological issues, and to collect credit information of consumers and enterprises according to relevant laws and regulations. 


(6) To formulate the overall plan of credit reporting alternative data service and implement the plan.


(7) To summarize and analyze the data of the Basic Financial Credit Information Databases, the Unified Movable Financing Registry System and the Account Receivables Financing Service Platform, and to write analysis reports in a timely manner.


(8) To provide financial institutions and other related parties with credit information services involving enterprises and individuals, and innovative products and services, and to provide credit information services for information subjects according to the law.


(9) To provide relevant information services for the People’s Bank of China and its branches to prevent financial risks and promote the development of the financial industry.


(10) To provide services such as credit information inquiry for state authorities according to the law.


(11) To check and deal with disputes in the operation of the Basic Financial Credit Information Databases, the Unified Movable Financing Registry System and the Account Receivables Financing Service Platform according to the law.


(12) To promote business training, brand building, service promotion and cooperation related to the Basic Financial Credit Information Databases, the Unified Movable Financing Registry System and the Account Receivables Financing Service Platform.


(13) Other matters authorized or assigned by the People’s Bank of China.
